We were informed by the governor, a man of much observation as well as humanity, that the alarming increase of committals, which has taken place within the last two or three years, is ac counted for partly by the vast number of discarded soldiers and sailors - persons, who often find it extremely difficult to procure any respectable maintenance in life.
