The Committee, therefore, as well as the advocates of their cause in Parliament, distinctly stated their appro hensions, that this mode of proceeding would lead only to delay and disappointment. They were of opinion, in: deed, that in' no way were the alarms on the subject of insurrection, which had been so industriously raised, more likely to be realized, than by submitting the meditated mitigations of the Slave system to discussion within the Colonies, instead of transmitting them thither in the shape of laws to be obeyed. And even if such a reference should produce no positive evil, they feared that it would at least be fruitless of any substantial good.
