The author, a US Comptroller General, discusses 160 government programs that were scrutinized for thematic relevance and efficiency. The author argues that economic and fiscal pressures require the review of programs and their effectiveness. This book is organized into three themes: reassessing program objectives, rede ning beneficiaries, and improving efciency. In reassessing objective themes, the author provides examples of the honey program, the sugar program, the dairy program, and others to demonstrate how either programs had achieved their mission and could be discontinued, or had failed in execution. The second theme examines how better targeting of these programs could lead to greater value and efciency. Examples include the Community Development Block Grant, which provided more funds to a wealthy area than an impoverished area, and the Market Promotion Program, which granted funds to large companies with advertising budgets. The final theme, improving ef iency, proposes updating information technology, using tax incentives more effectively, and streamlining operations.
