First of all, I want to apologize to Congressman Phil English for the delays in holding this hearing. Some of us just met at lunch a few minutes ago, and I think we've had to delay this hearing three times Since August and I do sincerely apologize. We've had a number Of delays that were unforeseen, in particular, the hectic pace toward the end of our congressional schedule. So, we are try ing to complete the work of our subcommittee.
