Lt rests on proud, sovereign, independent States who are masters of the position. No puny arm can control it. Its moli'ce power i's the will of (he per/111713, its true test, the innate power of the States; its object, anything but nun-worship and the one-man power; and woe betide the functionary who grasps at arbitrary power.
