However, the task of meeting this responsibility is not a simple one, particularly for the State of Florida. All of the concerns which prompted Congressional action are evident, and in many ways, compounded in Florida's coastal zone. This dynamic fringe along our Gulf and Atlantic shores not only contains some of the most sensitive and important ecosystems in the world, but also is the residence of over 75 percent of our population and the hub of our economy. If present trends continue, by the year 2000, Florida's coastal zone will contain over ten million permanent residents and play host to several times that many visitors each year. No other state has more at stake in its coastal zone than Florida.
