Excerpt: ... THE SEWAGE QUESTION. LETTERS TO 'THE TIMES,' PUBLISHED IN THE MONTH OF SEPTEMBER, 1871. When the late Lord Palmerston spoke of sewage--the refuse of human dwellings--as "matter in the wrong "place," he little thought so many years would elapse, as we now find to be the case, before any generally recognized means should be adopted for transporting the objectionable matter to the right place, which his Lordship clearly indicated to be the land upon the produce of which we mainly subsist. Having now arrived at a juncture when, under the control of a central authority,--in the character of a special department for Local Government,--we may anticipate compulsory action, and when therefore a knowledge of the true position of the Sewage question will be opportune, I will, with your permission, take advantage of a short respite from business to show as accurately as I can how far we have really advanced towards its solution since those oft-quoted words of Lord Palmerston were uttered. We have had inquiries without end, conducted by Royal Commissions, Parliamentary Committees, special Government Officers, Committees of Public Institutions, professional men appointed by Chancery, and others acting for local bodies, the result of which has been that, in the midst of many ingenious inventions of the chemist and the engineer, the direct application of the sewage to land by the vehicle that removes it from the dwelling has been universally accepted as the right thing to do wherever practicable. Even the more successful efforts at chemical and mechanical treatment, made with a view to supersede the removal and distribution of sewage by water, serve rather to confirm this preference than to remove it, inasmuch as those expedients which approach success nearer than others...
