III. The Imperial Monarchy (pelham, Outlines, Bks. V., VI., The republican constitution broke down under the strain put upon it by the acquisition of vast territories outside Italy. It was not very well suited to the government of Italy and the Italian islands (sicily, Sardinia, Corsica); it was utterly inadequate to the require ments of an empire extending all round the Mediterranean.
