There are other circumstances that may more or less effect the value of particular securities in certain localities, viz: a knowledge of the facts before stated, possessed by either the buyer or seller, or both, or a sound judgment based upon them, a scarcity of money, the wants or necessities of the holder, his ability to hold or sell, at his option. These latter are incident to all securities and all financial or mercantile transactions, and cannot be controlled by legislative enactments, but go far to determine the value of these Union Military Bonds, in the hands of the original or first holders.
