This business shall be disposed of in the order in which it is arranged, and shall not be in order at any other time, unless by leave of two-thirds of the Senators present.
If the calling of the committees be not completed on any given day, the President shall, on the subsequent day, on reaching Reports of Standing Committees, coni mence with the committee next in order after that last called on the previous day.
