In refutation of this mistaken notion of our duties and obli gations under the Treaty, I will now read from the published opinions of eminent J urists and distinguished statesmeu,a few extracts, to show their appreciation of the benefits derivable from its existence, and the rule to be observed whenever its execution becomes the subject of demand by either of the high contracting parties.
