Asserting that present standards are only satisfactory for linearly polarized infinite plane waves in a linear homogeneous isotropic medium, the author argues that power density can often be a misleading or meaningless measure of hazard in a near field. The inadequacy of this form of measurement leads to a proposed adoption of electric field energy density as a new standard. Analytical limitations of probes are examined and the advantages of using a lossy dielectric, spherically symmetric probe are discussed. The book concludes that hazards from microwave and lower frequencies largely occur in near fields, and it is therefore vital that future research focuses on their measurement for more accurate assessments of human interactions with these technologies.
