In recent years on account of the European War and complications arising from time to time in this hemisphere, questions relating to the status of Consuls Missi, their rights and the corresponding remedies for infraction of those rights have assumed peculiar importance no less to the specialist in International Law than to the well informed layman, the general practitioner and to the conscientious law student who may wish acquaintance with problems somewhat outside of a curriculum and the limits of a Bar Examination.
