In the United States the responsibility for the efficient use of the spectrum is shared by the Director of Telecommunications Manage ment, who reports directly to the President, and the independent governmental agency, the Federal Communications Commission.
Internationally this responsibility rests with the International Tele communications Union. Up to the present time the attitude towards efficient use of the Spectrum may be described somewhat as follows.
