Snow describes the collapse of the Cold War system and the emergence of a coherent pattern he calls "a world of tiers." It suggests, essentially, that the overall system is now dominated by two relatively distinct subsystems, the First and Second Tiers, which roughly correspond to the First and Third Worlds of the Cold War system. Each tier (especially the First) is distinct in economic, political, and military terms, and a major systemic question is how the two groups of states will relate to one another.
