In their wanderings, they come across a new complex being built that is being overseen by a sinister man in a black car. The dogs take the children there to investigate. They discover that the new aquarium opens in less than a week, so the kids offer to help to find where the mermaid children are being held. Their first rescue attempt is foiled by the man in the black car. It's up to Bella to rescue the rescuers! They try again with the help of the mermaids' song, which puts humans to sleep. The dogs rouse the children and they save the young mermaids. But when the music stops, the security guards and the man in the black car are chasing them!
