This is the American voting paradox, institutionally supported by Gerrymandering and voting restrictions that favor libertarian ideology.

Werner Neff earned his Ph.D. in Political Science from the Freie Universität Berlin and his master's degree in economics from the Universität St. Gallen in Switzerland. His professional experience includes executive leadership in the hospitality industry and later in the mortgage and lending division of a large Swiss bank.Deeply committed to democracy, political science, and economics, Neff has devoted his retirement to researching the origins, principles, and values of democratic government.
