Beck (with academic degrees from the State University of New York at Albany and George Mason University) has over 35 years of experience developing and leading government budget formulation and performance management processes at NASA and the U.S. Department of the Interior; lectured for the Performance Institute, IBM Center for the Business of Government, Office of Personnel Management, National Defense University; and taught performance management as an adjunct at George Mason University. His ideas led to attaining the National Space Club's James E. Webb Space Administration Fellowship, the Clinton Administration National Performance Review's "Silver Hammer," and successful implementation of Budget and Performance Integration under the Bush Administration's Presidential Management Agenda. Mr. John L. O’Brien has over 35 years of experience in the federal sector culminating in a position as Associate Professor at the National Defense University College of Information and Cyberspace. He holds an MPA from Governors State University and is a graduate of the Air Force Institute of Technology with a M.S. in Information Resource Management. Mr. O’Brien served on the staff of several federal agency Chief Information Officers. He is a Ph.D. candidate in Public Administration through the Center for Public Administration and Policy of Virginia Tech.
