The African Energy Policy Research Network is a group of 90 African energy professionals. They have produced this report exploring issues of capacity building in the sub-Saharan African power utilities. The report attempts to link questions of manpower recruitment, training, and retention to utility performance. Implications of power sector reform for capacity building are also explored.
