There is a notable lack of agreement regarding the safety approaches adopted by different transportation modes, while the sudden increased demands for security for both freight and passengers has provided a more uniform methodological approach. Each transport mode has, over time, developed its own safety rules. The unprecedented and apparently irreversible growth of terrorist activities has affected all transport systems. It is virtually impossible to think of new infrastructure projects without taking these parameters into consideration. BIN NING is president of Beijing Jiaotong University, where he also serves as a professor and Ph.D. advisor in Information and Transportation Control Engineering and is affiliated with the State Key Laboratory of Rail Traffic Control and Safety, a leader in research on rail control and safety. He has been a visiting scholar at Brunel University (London, UK) in Electronics and Electrical Power and at UC Berkeley. Dr. Ning is Chief Editor of the Journal of Beijing Jiaotong University and Deputy Chief of the editorial board of the Urban Rapid Rail Transit magazine. He also serves on the editorial board of the Journal of Railways in China. Well known in the world of rail research, Dr. Ning is a fellow of the Association of International Railway Signaling Engineers(IRSE); a member of IEEE; a fellow of China Railway Society; Deputy Director of the China Traffic System Engineering Society; a Deputy Director of the Beijing Railway Society; and a member of the China Overseas Returned Scholars Association.
Advanced Train Control Systems (ATCS) are playing an important role in improving the efficiency and safety of train operation, acting as their brains and nerves. ATCS's needs highly reliable and safe systems using complex computer tools. Normally, these systems consist of the four parts: the central control system; the station control systems and wayside systems; the on-board control systems and the communication network including mobile communication. From the point of view of the whole life cycle, an ATCS includes design and development; re-design for a special line application; simulation verification and test; plus safety assessment of the system and subsystems. These concepts are known to those who are familiar with typical ATCS such as ETCS, CTCS for main line railways and CBTC for transit systems.
