When reforming the banking systems of Central and Eastern Europe, the mere liberalization of commercial banking activities is not sufficient to ensure an improved allocation of economic resources. Rather, appropriate macro- and mircoeconomic policies must support the liberalization efforts. In most countries, however, the necessary reforms have only been launched gradually. This lack of reform in some areas has tended to delay the full abolition of barriers to the market entry of foreign banks and the privatization of domestic banks. Based on an empirical analysis of the banking systems in the Czech Republik, Hungary, Poland, and Estonia as well as on the theoretical considerations, the author shows how banks and financial markets can become more efficient.
