A.V. Tolmachev was born in 1964 in Tedzhen, Turkmen SSR. Education: MISIS technology faculty; V.I. Lenin Moscow State Pedagogical Institute; NIFI insurance faculty; Lomonosov Moscow State University law faculty; St. John the Theologian Russian State Pedagogical University. PhD (Doctor of Law), ThD (Doctor of Theology).Hobbies: ancient history, archeology, spiritual and folk music.
