Trade and Economic Development Unit, the University of the West Indies, St
Augustine, Trinidad and Tobago.



ANTHONY GONZALES is an honorary senior fellow of the
Institute of International Relations, the University of the West Indies, St
Augustine, Trinidad and Tobago.



RANITA SEECHARAN is the group economist for the Royal
Bank of Canada (RBC), Caribbean Banking Operations.



REBECCA GOOKOOL-BOSLAND is a lecturer in the Department of
Economics, the University of the West Indies, St Augustine, Trinidad and
Tobago.
