Dr Fu-Kuo Liu is a Research Fellow at the Institute of International Relations (IIR), National Chengchi University and Professor at the International Doctorate Program in the Asia Pacific Studies, College of Social Science, National Chengchi University. He is Director of Taiwan Center for Security Studies, the editor for Strategic & Security Analyses and Strategic Vision, and board member of ROC Association of International Relations. He is also the CEO of Association of Emerging Market Studies in Taiwan, which connects to the business communities in the region.Dr Liu was Dean of International College of Innovation, National Chengchi University; Chairman of IIR's American and European Studies Research Division; Chairman of Research and Planning Committee at the Ministry of Foreign Affairs and a consultative adviser of the Mainland Affairs Council, Taiwan.His research and teaching focuses on Asia Pacific security, Asian regionalism, national security and the South China Sea, peace process across the Taiwan Strait, US strategy in Asia, Asian maritime security, and Taiwan foreign and security policy. He received a PhD in Politics from the University of Hull, in the United Kingdom.Dr Masahiro Matsumura is Professor of International Politics at St. Andrew's University (Momoyama Gakuin Daigaku) in Osaka, with specialization in national security, Japan–US alliance, armament policy, and defense industrial policy. He obtained an MA from Ohio University and a PhD from the University of Maryland at College Park. He served as a visiting fellow and a scholar at Harvard University, Brookings Institution, Heritage Foundation, Cato Institute, US National Defense University Institute for National Strategic Studies, and National Chengchi University Institute of International Relation. His articles appear in Survival, Issues & Studies, International Journal of China Studies, International Journal of Korean Unification Studies, Defense Analysis, Journal of Military and Strategic Studies, Jebat, Austral, among others. He has published a dozen of books and monographs, including Japan's National Defense After US Hegemonic Decline (in Japanese) and Exploring Unofficial Japan–Taiwan Security Policy Coordination After the New Guidelines For Japan–US Defense Cooperation (In English). He has published many op-eds, including those in the Project Syndicate, Japan Times and Taipei Times.
