This book develops and significantly elaborates on the concept of the tragedy of the accounting commons, as well as articulating innovative solutions to the tragedy of the financial accounting commons. It suggests the decentralization of the accounting standards setting process to the 50 US state level commons, and the empowerment of the commoners in the process of accounting standards setting. It proposes two complementary conceptual models for financial accounting standards setting, one at the federal level (Model 1), and the other at the state level (Model 2). The book proposes 50 elected accounting standards setting bodies to reflect the preferences of the 50 commons in setting the accounting standards as compared to the current centralized, top-down approach of the Financial Accounting Standards Board (FASB). It also proposes a Special Accounting Adjudication Court(s) to speedily resolve the conflicts between the accounting regulators, including the Securities and Exchange Commission (SEC), and its registrants. In short, it envisions a major point of departure from the way that accounting standards have been set in the US to date. The book also addresses the institutional reconfiguration of the public-private sector balance as mandated by the Sarbanes Oxley Act of 2002. While the US Generally Accepted Accounting Principles (GAAP) remain the exclusive domain of FASB, the International Financial Reporting Standards (IFRS) pronounced by the International Accounting Standards Board (IASB) have gained considerable legitimacy abroad. Although there are convergence initiatives by the two private sector accounting standards setting organizations (FASB and IASB), it is uncertain as to whether there will be a total convergence between the two sets of standards (GAAP and IFRS). This book addresses these issues from the point of view of the commoners. Editor's Review: A Smart, Original Take on Accounting Standards This is a highly original and thought-provoking book on accounting standards, GAAP, IFRS, and financial reporting. Ehsan H. Feroz introduces a powerful idea: accounting standards function as a shared “commons” that can gradually deteriorate without effective governance. What makes this book stand out is how it connects accounting theory with real-world regulatory challenges. It offers fresh insights into financial reporting quality, auditing, and the roles of FASB and IASB, making it especially relevant in ongoing debates around GAAP vs. IFRS. The analysis is intellectually rich but still practical, with forward-looking ideas on improving accounting governance and standards setting. Best suited for accounting professionals, researchers, and graduate students, this book goes beyond technical rules and explores the broader institutional forces shaping financial reporting. Highly recommended—an insightful read that will change how you think about accounting. About the Author: Ehsan H. Feroz, PhD (UChicago) is a Professor of Accounting at the University of Washington, Tacoma. He has served on the US GAO Advisory Council on Government Auditing Standards (“Yellow Book”) for seven consecutive years. His primary research interests are in institutional governance, corporate and non-profit financial governance, and governance of the financial regulatory institutions. His published work has influenced both academic research and public policy. Especially, the seminal findings of Feroz, Park, and Pastena, “The Financial and Market Effects of the SEC’s Accounting and Auditing Enforcement Releases” Journal of Accounting Research 1991 preceded the Sarbanes Oxley Act of 2002, Sec.704 Study of enforcement actions. Dr. Feroz is an alum of the Oxford Round Table, and a recipient of the US Association of Government Accountants’ Cornelius Tierney/Ernst & Young Research Award.
