The first Boston printing of this important report by a Committee consisting of Madison, Hamilton, and Oliver Ellsworth, issued the same year as the Philadelphia first printing. The report deals with raising national revenue and other important issues facing the new nation. Appended are some relevant state papers: a letter from Franklin and his treaty of Vergennes; Adams' contract with the Netherlands regarding loans; and material relating to the Newburgh Address, including the petition of the officers, extracts from Washington's reply, and related resolutions of Congress.
