Jeffrey Lubell is the director of housing and community initiatives at Abt Associates, a mission-driven, global leader in research, evaluation, and program implementation in the fields of health, social, and environmental policy. Patrick L. Phillips is the global chief executive officer of the Urban Land Institute.
