Thevenard, Minister of the Marine, and their letter to the president of the National Assembly transmitting that letter. The Commissaires to Saint Domingue address the issue of the impending French Constitution and its impact on their mission to the colony. With the rise of the French Revolution came colonial collapse and eventual revolution in the colony of Saint Domingue. The French revolutionary government tried to maintain a hold on the colony, made difficult by distance. Mere weeks after this letter was written, the slave revolt in Saint Domingue left thousands of white French colonists dead and the island in turmoil.
