Separate envelope (3" by 5 1/4") addressed to the Township Clerk of Spenser, Ohio. Crease marks from folding and a light spot on each page but fully intact.The publishing house, Phillips, Sampson advertised its upcoming book offerings for schools, including the Sargent's Third, Fourth and Fifth Reader. "These works have bee so universally approved upon examination, by teachers and committees, that we have concluded not to employ travelling agents and canvassers to set forth their peculiar merits and urge them by personal importunities upon your attention' but to simply address this Circular to you, in the hope that, if you are likely to be called on to decide.you will give these celebrated works a fair examination.".
