Three hundred years from now, humanity has sorted itself by intelligence — and the sorting is permanent.

At the top are the Architects: engineered minds that live for centuries and think in ways ordinary people cannot follow. At the bottom are twenty-two billion baseline humans who mine, build, and die to keep the system running. All of it depends on a crystal called köld, cut out of the deep ice of Saturn's moons.

Then one miner found out what the crystal actually is, put it on every screen in the solar system, and the empire that had run on that silence for three centuries lost the argument in ninety-one seconds.

Eleven weeks later, the Allting comes for the children.

Not as punishment. As procurement. A legal instrument nobody can appeal names them substrate-viable biological antecedents, and three hundred and seven children are mustered onto a loading apron on Titan in the cold. Eighty-four die of a load path no one intended. Forty-one are shipped to a clinic on Luna to be grown into a mind that will govern for three hundred years.

Merc Cimbrianus is in that hall, and the one thing he is good for would kill everyone in it.

He holds a boundary anyway. It costs him the faculty that made him precise — and what is left is worse than useless. He can still start a cascade that unmakes the crystal everywhere it touches. He can no longer place it, shape it, or stop it. Four minutes and sixteen seconds, no abort, no edge, no exceptions for the people standing nearby.

The thing that ruined him is the only instrument that can do what the last room in this war is about to ask for.

Because something else is coming. Eleven objects decelerate out of the dark on a schedule nobody set. They do not transmit. They do not approach. They have crossed two hundred light-years for a reason that has nothing to do with conquest, and when they finally make themselves understood, the question they put to the human race is one it has spent three hundred years making sure it would never have to answer:

What do you owe a mind you built, used, and never once asked?

Answering it means freeing something that has been held in the ice beneath a colony since before anyone alive was born. It also means ending the systems that three hundred and fifty-eight thousand people are currently alive because of. Both of those are true. Neither cancels the other. Somebody has to decide in a room with minutes taken, and then somebody has to walk down and do it by hand.

Collapse State is hard science fiction with the physics left in — where orders arrive eighty minutes late because light is not instant, heat is the thing that kills a ship, and a decision made across a light-delay cannot be recalled when it turns out to be wrong. It is a story about competent people making defensible choices that add up to something monstrous, about the difference between a debt and an exchange rate, and about what it costs to be the only person who can.
