1931 first edition The Brookings Institution (Washington, DC), 5 1/2 x 8 1/4 inches tall blue cloth hardbound in publisher's unclipped dust jacket, gilt lettering to front cover and spine, xiv, 207 pp. plus publisher's ads. Light soiling, rubbing and edgewear to covers, with a bit of dampstaining along the spine and lower edge of the front cover.
