This was prepared by the SRI International Technology Applications Department under Contract No. MDA903-77-C-0218 for ODDR&E/NTA. This is a printed briefing with vugraphs at the top of most pages and narrative at the lower half. This briefing was an introduction to an effort undertaken by SRI in support by the DOD Office of Net Technical Assessment to assess U.S. and Soviet military R&D processes. This briefing was for members of the Intelligence and Assessment communities whose support and participation was needed. The briefing describes the long and short term goals of the effort, the concepts that form the basis of the approach, the payoff that ultimately was expected to be reaped by the Assessment and Intelligence communities, and the manner in which members of each community could contribute to the effort.
