The original programme which I marked out for the work, would occupy so much more space than was anticipated, that I have not been able to carry it out; but must leave so much of it as regards the resources and condition, the productive industry, the commerce, the institutions, and the distinctive character of the peoples of the several countries of Europe, to be presented in a third volume, at some future period.
