Small broadsheet, 8 x 5 inches. Light tanning and dust soiling, a couple of marginal fox marks. About very good. Gen. William Rosencrans, commander of the Union Army of the Cumberland in 1863, asks that the multiplicity of orders and the resulting variations thereof be addressed and the attendant confusion in the ranks be resolved, and orders various measures be taken to ensure proper communications.
