This study shows the reader how the industry managed to save itself through a transformation in the safety standards, operation and management of nuclear facilities in America. Rees provides a picture of the state of nuclear safety before disaster shook the industry into action. He documents the emergence of an industry group - the Institute of Nuclear Power Operations - and reveals how this industry organization became a major force behind improvements in nuclear safety. In the account of INPO's beginnings and its functions, industry self-regulation is examined. For Rees, what happened for the nuclear power industry suggests a newly developed form of regulation, communitarian regulation, that has implications for the role of private and public control of other industries.
