This proclamation orders a halt to the exportation of gold and silver in response to a lack of both in circulation throughout the British empire. This paucity of hard coin is attributed to the widespread practice of buying up gold and silver at inflated prices with the specific design of exporting it to foreign countries. The proclamation makes it clear that the law also extends to the activities of British merchants acting abroad. This law was enacted contemporaneously with the infamous navigation acts which began in 1660 and limited the trade of the colonies to Great Britain exclusively. The present law would have been a similar blow to the colonies by prohibiting the exportation of British currency to other nations, thus serving as a further restriction on their trade.
