11pp. Quarto. Very good. Joseph Nimmo, author of this report, seems to have done all of the work accomplished in the Treasury Department in the 1880s. His name appears to be on every report of significance, including the famous report on RANGE AND CATTLE TRAFFIC. Here he reports on the statistics kept on marine shipments, or "tonnage" reports. We can imagine Mr. Nimmo as the soul of precision. He was plainly distressed to find that, in examining the papers, "the room was found to be in an exceedingly filthy and disorderly state; the record books were nearly five years behind." Nimmo spent six weeks cleaning up the mess, in the process discovering "hundreds of unanswered letters were stuffed away in drawers and pigeon holes.not one copy of a letter sent had been kept in the office FOR MORE THAN FIFTY YEARS."
