This treaty marks a major step in the development of U.S.-Mexican relations before the Mexican-American War. It deals with the claims of U.S. citizens on Mexico, which were such a major cause of the war, and follows up the treaty of 1838 on that subject. The most important changes in this treaty were that the awards to claimants were to be paid one half in cash and the other half in treasury notes bearing eight percent annual interest and receivable for customs duties. "It must not be inferred that among the claims there was not a considerable number found on justice and equity, but not all of these were proper topics for national controversy.
