Ignacio Cumplido sufrió prisión en la famosa cárcel de la Acordada, de manera injusta, por haberse encargado de la publicación de la carta que escribió José María Gutiérrez Estrada al Presidente de la República sobre el tema de la monarquía. La carta, que llevaba como título: "Carta dirigida al Excmo. Presidente de la República sobre la necesidad de buscar en una convención el probable remedio de los males que aquejan a la República", mejor conocida como Carta Monárquica, propone abiertamente el cambio de régimen político de México, propuesta que no fue bien recibida por el gobierno de Anastasio Bustamante quien mandó proceder contra el impresor Ignacio Cumplido por parecerle subversivo y opuesto a la constitución. El 26 de octubre, 6 días después de aparecer el escrito, fue aprehendido en su casa y conducido a la cárcel de la Acordada donde permaneció 33 días de encierro. Durante ese tiempo, Cumplido se defendió vehementemente en varios escritos publicados en el Diario del Gobierno y mediante este impreso. En este escrito alega su apego total a las leyes de la imprenta según las cuales el responsable de una publicación no es el impresor sino el autor, de lo que resultaba que su prisión era una arbitrariedad. Sus argumentos dieron frutos y el 26 de noviembre de 1840 salió libre y exonerado de toda culpa. Irónicamente, al ser liberado en 1840, fue nombrado intendente de cárceles, iniciando así su trabajo en la administración pública. En 1842 fue electo diputado al Congreso de la Unión y senador en 1844. Paralelamente continuó su trabajo como impresor, fundó un colegio de impresores para jóvenes huérfanos, quienes trabajaban aprendiendo el oficio a cambio de alimento y comida. En 1847, se unió a las filas del batallón de la Guardia Nacional para enfrentar a la intervención estadounidense en México.
