The information age has brought about a growing conflict between proponents of a data-driven society on the one side and demands for protection of individual freedom, autonomy, and dignity by means of privacy on the other. The causes of this conflict are rooted in the modern Western opposition of individual and society and a self-understanding of the human as an autonomous rational subject with an inalienable right to informational self-determination. Andr�a Belliger and David J. Krieger propose a theory of information as a common good and redefine the individual as an informational self who exists in networks made up of both humans and nonhumans. Privacy is replaced by publicy and issues of data use and data protection are described in terms of governance instead of government.

Andr�a Belliger (Prof. Dr.) ist Co-Direktorin des Instituts f�r Kommunikation & F�hrung in Luzern und Prorektorin der P�dagogischen Hochschule Zentralschweiz. Sie ist Verwaltungsr�tin in verschiedenen Unternehmen in den Bereichen Gesundheit, Finanzen und Banken, Sozialverwaltung, Energie und Bildung sowie als Beraterin f�r Unternehmen und Beh�rden in allen Aspekten der digitalen Transformation t�tig. 2018/19 wurde sie unter die Top 100 Women in Business in der Schweiz gew�hlt und war f�r den Female Digital Leader Award nominiert. David J. Krieger (Prof. Dr. habil. habil.), Philosoph, ist Direktor des IKF – Institut f�r Kommunikation und F�hrung in Luzern. Er war Mitbegr�nder des Instituts f�r Kommunikation und Kultur an der Universit�t Luzern, wo er sich in Religionswissenschaft und in Kommunikationswissenschaft habilitiert hat. Seine Forschungsschwerpunkte liegen in den Bereichen Akteur-Netzwerk-Theorie, Systemtheorie, Hermeneutik, Informationstheorie, Digitale Ethik und Neue Medien.
