A pair of scarce pamphlets concerning the political problems stemming from efforts to unite the Canadian provinces. The first was co-authored by the Earl of Dalhousie (Governor General of British North America), while the second expresses approval of his prorogation of the Provincial Parliament in 1827. "Andrew William Cochran, 1792-1849, assistant civil then civil secretary to the governor of Lower Canada under Prevost, Sherbrooke, and Dalhousie, was a joint author of [OBSERVATIONS.]" - Lande.
