These laws represent the last-ditch efforts of the Spanish monarchy to bring reform to the administration of their colonial holdings in the Americas. Six years later, in 1809, the first declaration of independence from Spanish rule would be signed in Quito, in modern Ecuador, which would be the first spark of the movement for independence across Spain's American colonies.
