About the Author: Daniel M. Fox is President of the Milbank Memorial Fund. His many books include Health Politics, Health Policies: The Experience of Britain and America, 1911-1965 (1986) and, as coeditor, AIDS: The Making of a Chronic Disease (California, 1992), and AIDS: The Burdens of History (California, 1988).
