Excerpt from Reactiveness and Fragmentation in Maintenance Management
Fragmentation and reactiveness have been identified as two barriers to organizational learning. This paper examines the impact of these two factors on the performance of a maintenance system by developing a system dynamics model. The paper shows that reactive policies without a system perspective appear to be self-approving in the short run and cause the reoccurrence of some maintenance crises in the long run. The reoccurrence of maintenance problems created by reactive policies disappear when a proactive policy designed within a system perspective is simulated.
