Following a treatise by Daniel Bourn in 1763, the introduction of the rolling wagon, which had very wide rollers rather than narrow wheels, was encouraged by the government as they caused less damage to the road surface, and indeed were said to actually improve it, especially for pedestrians. They were allowed to pass toll free on all toll roads for one year, then at half the normal rate. James Sharp took on the design and advertised it widely.
