This statement was issued in the wake of the Syrian coup of 23 Feb 1966, which saw the Ba'ath Party's old guard represented by Michel Aflaq, Salah al-Din al-Bitar, and Munif al-Razzaz, deposed in a coup by younger factions led by Salah Jadid and Nureddin al-Atassi. Much of the old leadership fled to Baghdad, creating a schism between the Ba'ath Movement's Syrian and Iraqi branches. This document seeks to justify the coup, referring to Aflaq, Bitar, and Razzaz as Rightist infiltrators.
