Howard Balanoff, professor of political science at Texas State University, is chair of the university’s William P. Hobby Center for Public Service and serves as director of the Texas Certified Public Manager program. He holds a master’s degree and doctorate in urban and regional planning from Texas A&M University and is chair of the American Society for Public Administration section for certified public management.
Warren Master, president and editor-in-chief of The Public Manager, served for more than 29 years as a career manager in the federal government, holding a number of senior executive and high-level policy, program management, and administrative posts. He has consulted on public management in the U.S. and abroad.
