Kishor C. Mehta, Ph.D., P.E., Dist. M.ASCE, is Horn Professor of Civil Engineering and the founder and former director of the Wind Science and Engineering Research Center at Texas Tech University, Lubbock. He served as chair of the ASCE 7 Task Committee on Wind Loads during the preparation of ASCE 7-88 and ASCE 7-95, and is the lead author of Guide to the Use of the Wind Load Provisions of ASCE 7-95, ASCE 7-98, and ASCE 7-02.
William L. Coulbourne, P.E., is the director for wind and flood hazard mitigation of the Applied Technology Council, with his office in Rehoboth Beach, Delaware. He is a member of the ASCE 7 Task Committee on Wind Loads and of the main ASCE 7 committee.
