Price, a close friend of Benjamin Franklin, was a Welsh philosopher and dissenting preacher who published a series of political pamphlets that championed radical, republican, and liberal causes, including the American Revolution. This pamphlet followed "Observations on the Nature of Civil Liberty, the Principles of Government, and the Justice and Policy of the War with America," published the previous year. 60,000 copies sold within days of publication, and a cheap edition was subsequently issued, selling twice as many. Price's pamphlet was so influential that it may have played a role in inspiring America to declare its independence. "The author of the above 'Additional Observations,' must be ranked among the most respectable writers on the affairs of America. He does not attempt to engage our attention by the specious and flaming declaration of a party zealot, or the factious invective and rant of modern patriotism.
