The experts will find that it consists of old stuff. There are no new discoveries or original theories here. This is simply an account of how we are governing ourselves now, with the emphasis upon some of our democracy's weaknesses. The imperfections that are stressed are obvious flaws, most of which can be overcome readily. They have resulted from indifference and failure to understand politics. They can be reduced by greater vigilance and more knowledge of politics. I believe that most Americans sincerely want to improve our system of representative government. So I have tried to point out and explain some of its shortcomings and suggest steps to eliminate them. The book begins with a description of the most glaring gaps and inequalities in the people's representation in Washington. Some of these are caused by limitations on the franchise; others are the result of practices which often distort expressions of the voters' will. These are obstacles to true government by the people. There also are barriers to wise government by the people. Among these are politicians' tricks and voters' habits. And some of these difficulties will be dealt with in these pages. Congressional elections are emphasized throughout because the House of Representatives is our substitute for a national meeting of the citizens.
